SUMMARY & BACKGROUND:
The United States Army Corps of Engineers (USACE) completed the installation of the Point Place Flood Control Levee System in the mid 1980's, and the Glencove (Swan Creek) System in the early 1990's. The operation and maintenance of both levee systems were then turned over to the City of Toledo. Following the Hurricane Katrina and Rita disasters, the Federal Emergency Management Association (FEMA) and USACE joined forces to tighten the maintenance, inspection, and freeboard requirements of the country's levee systems, and introduced new certification requirements. In 2011, after formal bid, Fishbeck, Thompson, Carr & Huber, Inc. (Fishbeck) was awarded a contract to perform the necessary survey, geotechnical sampling and reporting to FEMA for the certification of both levee systems. Those certification packages were delivered to FEMA in 2012 for their review. In February 2017, FEMA responded to the submission with numerous comments requiring additional testing and reporting. The City of Toledo entered into a supplemental agreement with Fishbeck to perform the necessary testing, reporting, and production of updated certification packages. After several revisions and resubmissions, FEMA finally granted certification to both levee systems in December of 2020.
