Title
Authorizing the expenditure of an amount not to exceed $40,000 from the Capital Improvement Fund for the replacement of the HVAC system at Fire Station 6; authorizing the Mayor to enter into a contract with Industrial Power Systems, Inc.; waiving the competitive bidding requirements of TMC Chapter 187; authorizing the Mayor to award contracts for said purchases; and declaring an emergency.

Body
SUMMARY & BACKGROUND:
This Ordinance authorizes expending an amount not to exceed $40,000 from the appropriated Capital Improvement Fund to cover all costs associated with replacement of HVAC system located at 1155 Oak St., Fire Station #6.

Fire Station # 6 has experienced a complete HVAC cooling system failure. There is no cooling in the dorm rooms. The Mitsubishi air-handling unit and the York condenser are not running. Air handlers were checked and found to have plugged, sucked-in filters. Error 1102 on the Mitsubishi mini-split indicates a "discharge temperature fault," a critical protection that stops cooling to prevent damage to the compressor and inverter. Furthermore, there is abnormal thermal dysfunction in the refrigerant circuit, and the condenser fan wires are burned. The microprocessor controller has also been damaged. Fire requests to waive competitive bidding.
