SUMMARY & BACKGROUND:
Ord. 23-19 authorized an upgrade of existing street lighting on Hill Avenue's western-most city limit to Byrne Road with enhanced LED street lights for the safety of citizens. Light Emitting Diode (LED) street lamps offer brighter lighting patterns at a lower cost due to less energy consumption. Increasing light intensity on Hill Ave. with LED street lights will reduce dangerous intersections and increase public safety in general.

Luna Energy Partners recommended in 2019 additional street light poles and LED lamps along Hill Ave. from the western-most city limit to Byrne Rd.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That it is determined to proceed with the improvement of a portion of Hill Avenue as described below by upgrading the existing street lights with additional street lights poles and LED luminaires, pursuant to the authority cited below and in accordance with Resolution No. 541-18 adopted on December 18, 2018; and plans, specifications and estimates to be prepared under the direction of the Department of Public Service.

SECTION 2. That a portion of Hill Avenue's western-most city limit to Byrne Road is specifically benefited by said improvements and shall be assessed at the rate per assessed front foot representing that part of the cost of poles and lighting said streets or portion of said streets abutting said lots and lands.

SECTION 3. That the assessments so to be levied and assessed shall be levied and assessed annually in accordance with the assessing Ordinance hereafter to be passed by the Council and shall be certified to the County Auditor to be placed upon the tax duplicate and collected as other taxes.
