Urging Governor Mike DeWine follow CDC guidelines for COVID vaccine for Police Officers; and declaring an emergency.

Summary
WHEREAS, on December 22, 2020, the Centers For Disease Control (CDC) included in their Phase 1b category "Frontline essential workers such as fire fighters, police officers, corrections officers, . . ." ". . . made with these goals in mind, decrease death and serious disease as much as possible; preserve functioning of society, and reduce the extra burden COVID-19 is having on people already facing disparities;" and
WHEREAS, the week of January 19, 2021, Ohio Governor Mike DeWine announced a tiered system for vaccinations, the first tier being Phase 1b, contrary to CDC recommendations, specifically not included are Ohio's law enforcement; and
WHEREAS, the Chiefs of the Toledo Police and Fire & Rescue Departments, the President of the Fraternal Order of Police of Ohio have all urged Governor Mike DeWine, to rethink the state's COVID-19 vaccination plan to include law enforcement officers; NOW, THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That the Council hereby urges Ohio State Governor Mike DeWine to follow the Centers For Disease Control (CDC) guidelines for COVID-19 vaccine distribution by amending the States Plan 1b to include Law Enforcement Officers in the first round of immunizations.
SECTION 2. That the Toledo City Council is hereby directed to send a copy of this Resolution to Ohio Governor Mike DeWine.
SECTION 3. That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and property of the City and for the further reason that this Resolution is required to be effective immediately in order to make available the COVID-19 vaccine for Police Officers; wherefore, this Resolution shall be in full force and effect from and immediately after its adoption, or at the earliest...
