SUMMARY & BACKGROUND:
The Department of Public Service has sought a contractor with the appropriate equipment to survey and abate environmental contaminates at various scatter site location demolition projects. DMD Environmental, Inc. is the contractor capable of providing those services. DMD Environmental, Inc. employs a licensed Ohio Asbestos Hazard Evaluation Specialist, and will work in partnership with other local environmental companies through sub-contracting to Ohio EPA licensed abatement companies, to have these environmental contaminates removed in entirety prior to the start of the physical demolition of these exclusively residential structures.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into an amended agreement with DMD Environmental, Inc. for the survey, abatement, and debris removal of environmental contaminates at various scatter site location demolition projects upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

SECTION 2. That this Council finds and determines that it is in the best interest of the City to waive the competitive bidding requirements of TMC 187 for the reason that DMD Environmental, Inc. employs a licensed Ohio Asbestos Hazard Evaluation Specialist who will prevent delays and additional expens...
