Authorizing the appropriation and expenditure of $1,000,000 from the unappropriated balance of the Water Replacement Fund for the Filter and Pipe Gallery Improvements Project at the Collins Park Water Treatment Facility; authorizing the Mayor to accept bids and to execute the necessary contract(s) for said project; and declaring an emergency.

SUMMARY & BACKGROUND:
Ordinance 216-13 previously authorized funding and expenditure for the Filter and Pipe Gallery Improvements Project at the Collins Park Water Treatment Facility. The project included renovations to the existing components of the water treatment system in a state of decay and/or out of OSHA compliance. During a recent Public Employee Risk Reduction Program audit of the facilities, it was reported that approximately 4,700 feet of OSHA- compliant hand railing around 30 filter beds must also be replaced.
This ordinance supplements funding for engineering, bidding, construction oversight, testing, permits, renovation, construction, appurtenances, and other related tasks, equipment, and materials needed to construct these improvements. The estimated unappropriated fund balance of the Water Replacement Fund before ordinance passage is $19.9 million. This ordinance's impact will leave $18.9 million remaining unappropriated fund balance in the Water Replacement Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $1,000,000 is appropriated from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC0118STDSTD for the Filter and Pipe Gallery Improvements Project at the Collins Park Water Treatment Facility; and the expenditure of same is authorized.
