Declaring it necessary and providing for the rehabilitation of sidewalks and driveway approaches on various streets in the City of Toledo; and declaring an emergency.

SUMMARY & BACKGROUND:
This resolution declares the need for and intent to repair existing or construct new sidewalks in conjunction with the City's annual sidewalk rehabilitation program. By attending to the rehabilitation of sidewalks, the City will be eliminating hazardous conditions and preserving property values. The proposed City's Capital Improvement Program (CIP) budget allocates $750,000 for City responsibility which includes City property and the installation of pedestrian curb ramps. The proposed assessed sidewalk budget allocates $2,000,000 for sidewalk rehabilitation to be assessed to the benefitted property owners and $1,000,000 from the Special Assessment Fund city-wide tree assessment to address the cost of impacted tree removal and replacement as needed. It is necessary to perform both City responsibility and property owner assessed sidewalks together in this program since the rehabilitation is completed in conjunction with one another. The following resolution will begin the assessment process and provide notice to those property owners needing to rehabilitate their sidewalk in accordance with the City's sidewalk policy. The locations targeted for this year's program are included below.

NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
