Plan Commission Study Vistula Re-zoning

Submitting to the Toledo Plan Commission a Request to conduct a study of pre-existing zoning in the Vistula Neighborhood; changing Industrial Zoning to Mixed-Use and Parks and Open Space zoning where appropriate, and Regional Commercial on La Grange St to Neighborhood Commercial and Parks and Open Space zoning where appropriate, and declaring an emergency.
Summary
SUMMARY & BACKGROUND:
WHEREAS, the Vistula Neighborhood's proximity to downtown, Glass City Metropark and the Glass City Riverwalk situate this neighborhood in the unique position to redevelop a traditionally industrial area into a more attractive hub for residents, with expanded commercial uses near the waterfront area; and
WHEREAS, the Forward Toledo Plan targets Vistula for redevelopment intended to accommodate pedestrian oriented mixed-use development, while prioritizing protection of the historic character of the neighborhood's buildings; and
WHEREAS, the proposed zoning is in alignment with future land use policy in the Forward Toledo Plan and the Vistula Master Plan, both of which support "urban village land use", which allows for storefront retail, dense residential housing, recreational commercial outlets, and 'third spaces'; and
WHEREAS, the proposed rezoning of these parcels will help attract more residents to Vistula neighborhood and will ensure that existing and new residents have access to a diverse array of amenities, especially waterfront access; and
NOW THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That the Toledo City Plan Commission review zoning regulations as they relate to the rezoning of parcels as shown in Appendix A and contained in Toledo Municipal Code Sections 1104, 1111, 1116.
