SUMMARY & BACKGROUND:
The City of Toledo is seeking to re-establish professional collection services to enhance its collection efforts and increase City revenues. The City previously contracted with various firms which specialize in collection services. The Department of Law recently surveyed professional collections service providers and identified select firms that provide this service at a competitive rate, satisfying the City's criteria for collection services and cost. Given the history of successful collections at a competitive industry rate, the City would be best served to once again contract with the available qualified outside legal collection services and waive the formal competitive bidding requirements of Toledo Municipal Code Chapter 187.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into professional services agreements with outside legal representation for services to effectuate the collection of code enforcement violations, income tax, general, and enterprise accounts receivables. That the agreements shall be for a period of up to three (3) years, with the City's option for a renewal for an additional three (3) year term. That the agreements shall contain other such terms and conditions as the Mayor and the Director of Law deem to be in the best interest of the City.
SECTION 2. That the Finance Director is authorized to pay the fees specified in the agreements for the purposes stated.
