SUMMARY & BACKGROUND:
The project is at the City of Toledo's Low Service Pumping Station where the division draws water from Lake Erie. The speed of the four 1400 HP pumps, used one or more at a time combination to deliver water to the plant, is controlled by four variable frequency drives (VFDs). The VFDs generate a significant amount of heat and are in their own room. The room includes two Computer Room Air Conditioning (CRAC) units that operate as needed to keep the VFDs cool. One of the CRAC units has failed and work on units this size is beyond the certification level of skilled trades employed by the City. During summer months one CRAC unit alone cannot maintain the room temperature below 80 degrees F, the maximum allowable ambient room temperature. Lead time on the compressors is 24 weeks, and it is uncertain when compressors on the other unit may fail. If the pumps cannot operate due to excessive heat, the City of Toledo and surrounding communities could be without water.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the expenditure of an amount not to exceed $25,000 from the Water Operating Fund is authorized from Account Code 6060-32000-4000505STDSTD for emergency repair services at the Low Service Pumping Station.

SECTION 2. That the Mayor is authorized to enter into a contract for emergency repair services for the VFD room air conditioning units at the Low Service Pumping Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
