SUMMARY & BACKGROUND:
The Bay View Water Reclamation Plant houses the wastewater treatment facilities which can handle up to 195 million gallons per day, and the wet weather treatment facilities which can handle up to 205 million gallons per day. The Plant as well as the outside pump stations employ numerous electrical motors, actuators and other related equipment to power and drive various equipment and treatment systems. Currently, the conditions of many electrical motors and actuators are of great concern, which upon failure could adversely affect the operational integrity of the treatment systems.

The Division of Water Reclamation intends to seek formal and informal cost proposals to rebuild and/or replace electrical motors, actuators and other related equipment in order to maintain compliance with Ohio EPA's National Pollutant Discharge Elimination System (NPDES) discharge permit, and to provide the necessary redundancy of such equipment as needed. Some equipment may require proprietary parts for rebuild and others can only be purchased from sole sources when needed. For that, the Division is requesting a waiver of all competitive bidding provisions of TMC Chapter 187.
