SUMMARY & BACKGROUND:
The project takes place at the City of Toledo's Spentlime Dewatering Facility, where spentlime is processed into a reusable solid form. The facility operates two presses, handling approximately 250,000 gallons of spentlime. Quick-fill pumps reduce press cycle time by about 45 minutes, increasing the speed at which solids reach the presses and allowing more cake to be hauled out efficiently.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into contract with Sullivan Environmental Technologies for the purchase of a replacement quick fill pump at the Spentlime Dewater Facility, located at the Collins Park Water Treatment Plant, upon terms and conditions acceptable to the Department of Public Utilities and the Director of Law.

SECTION 2. That the expenditure of an amount not to exceed $32,000 is authorized from the Water Operating Fund, Account Code 6060-32000-4000505STDSTD for the purposes authorized in Section 1.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that Sullivan Environmental Technologies is the sole distributor in the area for the current pumps used in the system.

SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 2 in an amount not to exceed $32,000 in payment of the obligations authorized above upon presentation of the proper voucher...
