SUMMARY & BACKGROUND:
The City of Toledo, with the assistance of the LCSWMD, has already begun programs to inspect recycling containers and promote correct recycling within the city. The goal of these programs is to improve the city's recycling efforts by reducing contamination of recyclables and the cost for processing same through education and enforcement. Ord. 407-17 authorized up to $15,000 in city match funds for an OEPA Special Assistance Grant to help improve recycling efforts. The OEPA grant was awarded to the LCSWMD. However, Ord. 407-17 authorized paying the city matching funds to the LCSWMD rather than for payment of direct city expenditures, as is provided for under the grant agreement. This Ordinance authorizes the acceptance, deposit, and expenditure of awarded grant funds and LCSWMD matching funds in an amount up to $37,656, as well as clarifies the expenditure of $15,000 in match funds to pay costs incurred by the city for its recycling inspection and contamination reduction program.
