SUMMARY & BACKGROUND:
A protective particulate barrier fire hood is piece of firefighting equipment placed on the head and around the firefighter's face mask. The hood protects the portions of the head not covered by the helmet and face mask from the intense heat of fire.
Protective hoods are the most vulnerable area of the firefighter's ensemble because hoods lack barrier characteristics to keep out the superfine particles that absorb a variety of hazardous chemicals including cancer causing carcinogens. All of our current protective barrier hoods exceed compliancy with the National Fire Protection Association (NFPA) Standard 1971, which includes a provision that hoods must meet a minimum average TP rating (thermal protection) of 20, our current hoods are rated at 29. In September of 2017, the NFPA released new 2018 specifications for protective hoods. As a result, manufactures are now offering hoods to meet the new specs with thermal protection rating up to 39.9.
The total cost to purchase 1 Gore Majestic hood for each firefighter and 25 spares (570 hoods) is $41,193.90. This purchase included in the proposed budget and anticipated. This request comes in an effort to continuously improve firefighter safety and protect the health of our fire personnel.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract for the purchase of 570 Gore Majestic protective particulate barrier fire hoods.
