SUMMARY & BACKGROUND:
Charter Section 189 requires the City Plan Commission to “appoint a director, which position shall be in the unclassified service of the City of Toledo, to serve during the pleasure of the Plan Commission at a salary to be determined by the City Council.” On January 28, 2026, the City Plan Commission appointed Lisa Cottrell as the new Director of the City Plan Commission. After reviewing internal and external comparable position salaries, we recommend that the salary for the Director of the City Plan Commission be set at $145,000 annually.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the annual salary for the Director of the City Plan Commission be set at $145,000.
SECTION 2. That this Ordinance is hereby declared to be an emergency measure, and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property; and that it is essential to properly attract and retain at a competitive pay rate the Director of the City Plan Commission.
