SUMMARY & BACKGROUND:
Traditionally, Lucas County has owned and operated the life squad and ambulances serving the whole of Lucas County and political subdivisions located therein. In an effort to improve and provide the highest level of emergency services to the public, the county is now passing that responsibility on to local fire departments. This jurisdictional agreement for the provision of Advanced Life Support ("ALS") and Emergency Medical Services ("EMS") creates six (6) response regions. The City of Toledo occupies the Central Region, which consists of the political subdivisions of Toledo, the Village of Ottawa Hills and Washington Township. Each of the six regions will receive funding for operating costs through a county sales tax.
This Ordinance authorizes the mayor to enter into and execute a jurisdictional agreement to facilitate the provision of countywide ALS EMS in accordance with Sections 307.05, 9.60 and 505.44 of the Ohio Revised Code; including accepting the City's share of the annual appropriation of operational tax dollars from Lucas County and accepting its share of the distribution of Lucas County's Capital Assets associated with field operations, including but not limited to emergency vehicles and equipment.

NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to execute an agreement for the provision of countywide advanced life support emergency medical services in Lucas County Ohio.
