SUMMARY & BACKGROUND:
Lucas County has been identified as a high-poverty area within Ohio. There is a need to understand the prevalence of poverty in Lucas County and the City of Toledo. This ordinance authorizes the appropriation and expenditure of $20,075 for a Poverty Study for the City of Toledo and Lucas County from the University of Toledo's Jack Ford Urban Affairs Center.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the amount of $20,075 is hereby appropriated from the unappropriated balance of the General Fund to Account Code 1001-10100-1112001STDSTD for a Poverty Study for the City of Toledo and Lucas County from the University of Toledo's Jack Ford Urban Affairs Center.

SECTION 2. That the expenditure of $20,075 is authorized from the General Fund Account Code 1001-10100-1112001STDSTD for a Poverty Study for the City of Toledo and Lucas County from the University of Toledo's Jack Ford Urban Affairs Center.

SECTION 3. That the Mayor is authorized to enter into an agreement with the University of Toledo for the purpose authorized in Section 2.

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above account code in an amount not to exceed $20,075 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.
