Authorizing the Mayor to enter into cooperative grant agreements with and accept financial assistance from the Ohio Emergency Management Agency (OEMA) and the Ohio Department of Natural Resources (ODNR) for construction of the North Summit Street Embankment Stabilization Project; authorizing the acceptance, deposit, appropriation and expenditure of grant proceeds into the Capital Improvement Fund in an amount not to exceed $1,145,144 from OEMA and $750,000 from ODNR for construction; authorizing the Mayor to execute all necessary documentation for the grants; authorizing the Mayor to accept bids and award contracts related to the construction; and declaring an emergency.

SUMMARY & BACKGROUND:
The Divisions of Road and Bridge Maintenance and Government Affairs have successfully applied for and received funding from the Ohio Emergency Management Agency (OEMA), administering Federal Emergency Management Agency (FEMA) funding secured by Rep. Kaptur through Community Project Funding, and the Ohio Department of Natural Resources (ODNR), administering state capital funding, to restore the North Summit Street Embankment that sustained storm damage. This project will reconstruct the embankment and multi-use path between the Point Place lighthouse and Cullen Park and is part of the larger Summit Riverfront Corridor project to connect Point Place to downtown. The city of Toledo will administer the construction of the project. Matching funds have been authorized through the Division of Road and Bridge Maintenance 2026 Matches and Planning fund. Construction is expected to begin in 2027 through 2028.
