Title
Authorizing the Mayor to enter into and execute agreements with VEO Ride, Inc. for a one-year period with two one-year options and giving consent to use the public rights-of-way for the dock-less, shared micro-mobility service that includes both stand up and sit-down devices; and declaring an emergency.

SUMMARY & BACKGROUND:
In 2021, the City of Toledo entered into an agreement with VEO Ride, Inc. for a scooter pilot program, the pilot program ended in December of 2023. The pilot program was successful on many levels, especially in helping to facilitate mobility options for residents and visitors, and to address the "first mile, last mile" challenges for transit users. The Department of Transportation put out a public request for proposals and now it desires to enter into an agreement with VEO Ride, Inc. to continue services for a one-year period, with two automatic renewals for one (1) year terms, unless either party gives the other 90 days written notice of their intention to terminate the Agreement. This Ordinance and cooperative agreements are needed to allow VEO Ride, Inc. to conduct this service within the limits of the City of Toledo. There is no City of Toledo financial participation in this project.
The City of Toledo desires the VEO Ride, Inc. to proceed with the shared, dock-less, micro-mobility service within the confines of the City of Toledo rights-of-way. That the City of Toledo, Department of Transportation will meet on a regular basis with VEO Ride, Inc., to address concerns and coordinate further planning related to the services offered.
