SUMMARY & BACKGROUND:
It is the intent of this Ordinance to appropriate and expend $28,000 for the purchase of one replacement Light-915M2 Portable Zeeman Mercury Analyzer. This expenditure will replace equipment that is over 15 (fifteen) years old, malfunctions, unreliable, and obsolete. In addition, the Mercury Analyzer is essential and critical for Emergency Response to mercury spills. Mercury is a hazardous substance which impacts human health and the environment. Environmental Service is the only agency in the city of Toledo that has this equipment along with the Ohio Environmental Protection Agency in Bowling Green Ohio. The Toledo Fire Department, Health Department and other agencies within a 50-mile radius rely on Environmental Services to provide an immediate response to mercury spills.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $5,600 is authorized from the Water Replacement Fund into Account Code 6063-38000-4UC3125STDSTD, and the appropriation of $11,200 is authorized from Stormwater Replacement Fund into Account Code 607D-38000-4UC3125STDSTD, and $11,200 is authorized from the Sewer Replacement Fund into Account Code 6073-38000-4UC3125STDSTD for the purchase of one (1) replacement Light-915M2 Portable Zeeman Mercury Analyzer.
