SUMMARY & BACKGROUND:
The Mayor's Office of Neighborhood Safety and Engagement (MONSE) co-convenes a Violence Reduction Council (VRC) comprised of public safety, criminal justice, mental health, community violence intervention and prevention (CVIP) programs, public housing, and service providers to analyze specific instances of gun violence to identify trends and develop short- and long-term solutions. MONSE also engaged with community to develop Peace in Motion (PIM), a comprehensive 5-year community safety plan adopted by City Council in April 2025. Recommendations from both include: (1) intensive case management and wraparound support with high-risk young adults returning from incarceration for violent crime, (2) establishing a community-level coordinated response to violence, (3) developing hospital liaisons to engage directly with individuals experiencing violent injuries resulting in hospitalization, and (4) generally building the capacity of grassroots CVIP programs.

These recommendations are supported by contracting with the Hoodstock Foundation to provide (1) high-risk conflict mediation, (2) high-touch case management with very high-risk young adults, (3) coordinated incident response, (4) street outreach, and (5) continued support of the development of the CVIP ecosystem.
