SUMMARY & BACKGROUND:
The section of the Secor Road corridor located between Central Avenue and Dorr Street
has been the subject of multiple studies by the City of Toledo through various grants since the early 2010's. The City previously engaged DGL Consulting Engineers, LLC to complete a traffic safety and improvement study for the section of Secor Road between Bancroft Street and Central Avenue, identifying roadway width concerns and related infrastructure needs. Since completion of the initial study, the City has applied for funding to address high crash rates along the Secor Road corridor, particularly at the Kenwood Boulevard intersection, which has been identified as a safety concern.

The Ohio Department of Transportation has included locations within the Secor Road corridor on its Highway Safety Improvement Program (HSIP) priority list, which ranks corridors for safety enhancements based on crash data and focuses on areas with elevated rates of crashes, serious injuries, or fatalities.

In light of the corridor's HSIP ranking and ongoing safety and width concerns, the City desires to undertake a comprehensive safety study to determine eligibility for ODOT Safety Funding and to guide future improvements.

DGL Consulting Engineers, LLC is uniquely positioned to efficiently complete the required safety study due to their prior work and familiarity with the corridor, and waiving competitive bidding will enable the City to proceed more cost-effectively and without unnecessary delay.
