SUMMARY & BACKGROUND:
St. Paul's Community Center (SPCC) has been operating the Winter Crises program for 10 years with the support of the Lucas County Mental Health and Recovery Services Board (LCMHRSB) and United Way to keep people safe during the coldest months of the year. SPCC traditionally provides Winter Crisis Shelter for approximately 50 additional individuals per night from January to mid-March. This year, due to the COVID-19 Pandemic, a change in the method of operating the program was necessary in order to assure safety for both clients and staff. With the support of community partners, an innovative approach was put in place: secure "shelter beds" in a Hotel setting, expand capacity in a safe way at St. Paul's Community Center, located at 230 13th Street, to host the winter Crisis Program and provide wrap around services for program participants to reduce recidivism. This legislation authorizes the disappropriation of $26,914.54 to close out and reallocate the prior ESG funding year (33rd) to provide the necessary funding for a Winter Crisis Shelter to address homelessness in the Toledo community.
The financial impact of this Ordinance is the ability to use prior ESG funds to help support the Winter Crisis Shelter for the Toledo community's homeless population. It will allow SPCC to expand emergency shelter services to serve up to 65 individuals and provide overnight stay for up to 20 additional individuals during the cold winter months.
