Authorizing the Mayor to enter into a lease agreement with Highland Ventures Real Estate LLC for approximately +/- 1,505 square feet of commercial space located at 1640 Sylvania Avenue, Suite A, Toledo, Ohio, for the purpose of operating a Toledo Police Office to be known as the West Toledo Neighborhood Office, for an initial term of seven (7) years with an option to renew for an additional five-year term; authorizing the expenditure for rent, buildout, and operating costs in an amount not to exceed $500,000; waiving the competitive procurement requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
Toledo Police Department (TPD) desires to relocate an office to the property located at 1640 Sylvania Avenue, Suite A, Toledo, Ohio, currently owned by Highland Ventures Real Estate LLC. This location replaces the D. Michael Collins Northwest Office on West Sylvania Avenue, which closed in the summer of 2025, and fulfills the relocation project for which City Council allocated $500,000 earlier this year. Located east of the intersection of Sylvania Avenue, Tremainsville Road, and Jackman Road, this site will serve as a community policing station and office space adjacent to the Library Village neighborhood, allowing TPD to better serve the community and deploy its resources where most needed. The funds will be utilized for the lease payment and repairs, maintenance, upgrades and equipment to facilitate the operation of the leased property.

NOW THEREFORE Be it ordained by the Council of the City of Toledo:
