SUMMARY & BACKGROUND:
The City of Toledo's existing management agreement for the city's golf courses expires Dec. 31, 2023. The city recently published a request for qualifications (RFQ) for those interested in entering into a management agreement for the operation of the city's three municipal golf courses. The RFQ was successful in soliciting five entities expressing an interest in managing the city's municipal golf courses. The proposals were evaluated against a standard RFQ matrix and the top three entities were invited to participate in interviews. Parks and Youth Services staff and a representative from the Municipal Golf Course Preservation and Engagement Commission participated in the interview process. While all three entities presented strong proposals, the evaluation team ultimately decided that the operating plan and proposed shift in staff culture presented by Oliphant Golf most closely matched the goals of the department. The proposed management agreement requires the management company to submit a proposed annual course management budget to the Director of Parks and Youth Services for approval.
