We are committed to providing comprehensive customer assistance and financial support through our Customer Assistance Program (CAP). We have developed a multi-layer framework. This framework combines rate discounts, direct grants, structured payment options, digital modernization, expanded payment access, and strategic community partnerships to provide both immediate relief and long-term account stability for Toledo residents.

The division is assisted by the city of Toledo, Department of Communications, to leverage the website, social media, and other recommended resources. Below is a list of outreach materials that have been created and distributed in the community:

                     Promise Pay Portal

 

As part of CAP, we actively leverage external agencies and nonprofit partners to supplement municipal assistance programs and expand the total available resources through a collaborative model.

Key Community Partners Include:

                     Pathway - Periodic grant assistance for qualifying households

                     Lucas County Veterans Services Commission - Financial support for eligible veterans

                     Senior Repair Program (East Toledo Senior Center) - Addresses home repair issues impacting service stability

                     Catholic Charities (various churches) - Emergency utility bill assistance

                     Salvation Army - Crisis stabilization and utility grants

Collaborative Model

                     Direct referral and coordinated documentation support

                     Shared resource updates through agency networking initiatives

                     Brown Bag Luncheon Series to maintain inter-agency communication

                     Leveraging outside dollars to reduce municipal program strain
