SUMMARY & BACKGROUND:
The 2017 Downtown Master Plan and the subsequent 2018 Downtown Parking Study emphasized the need for a comprehensive wayfinding strategy in downtown Toledo. Currently, there is a lack of a unified wayfinding system for both pedestrians and vehicles. The absence of such a system makes it challenging for visitors, residents, and workers to navigate the downtown area efficiently.

To address this issue, ConnecToledo, the downtown development corporation, aims to implement the recommendation outlined in the Downtown Master Plan by engaging a consultant. Following a competitive bidding process, Kolar Design emerged as the selected consultant, offering the most competitive proposal at $59,700.

To contribute to the implementation of the wayfinding strategy, the Toledo Mud Hens and ConnecToledo have committed $34,700 (58%) towards the project. To further support this initiative, the City is being requested to match the committed funding by providing a $25,000 (42%) grant to ConnecToledo.

This grant would be sourced from the City Center Tax Increment Financing (TIF), established in 2019 (O-468). The primary objective of the City Center TIF is to enhance transportation, connectivity, walkability, and greenspace within the downtown area. This financial support will implement a key recommendation of the Downtown Toledo Master Plan and provide a plan for implementation of wayfinding assets in and around downtown Toledo for enhanced accessibility and aesthetics.
