Title
Appropriating money for current ordinary expenditures of the various departments for the City of Toledo for the first quarter (January, February and March) of 2021; and declaring an emergency.

SUMMARY & BACKGROUND:
It is not deemed advisable to enact an annual appropriation ordinance at this time. It is necessary to pass a temporary appropriation measure for meeting the ordinary expenditures of the municipality for the first quarter (January, February and March) of 2021.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That sufficient funds are appropriated out of the tax and other revenue due the City of Toledo to provide for the meeting of current payrolls and payment of any and all other proper legal obligations of the City of Toledo for the first quarter of 2021.

SECTION 2. That the sums appropriated and all expenditures made under this ordinance shall be charged against the appropriation made in the annual appropriation ordinance for the fiscal year 2021 when passed.

SECTION 3. That there is appropriated from these various funds to the accounts included in Attachment A, which is incorporated herein by reference.

SECTION 4. That out of the funds appropriated herein the mayor is authorized to expend the necessary funds which may be in excess of $10,000 in payment of the following obligations and others deemed necessary: (1) utility bills; (2) taxes; (3) postage; (4) rent for building space pursuant to existing multiple year contracts and leases; and (5) Criminal Justice Coordinating Council bills; (6) criminal justice and emergency management agency charges from Lucas County; (7) medical payments; (8) payments to Lucas County Solid Waste Management for refuse collection and disposal fees (9) Ohio Environmental Protection Agency fees associated with waste disposal and...
