Declaring it necessary to install street lights along Central Avenue from Talmadge to E. Lincolnshire Road; and declaring an emergency.

SUMMARY & BACKGROUND:
It was determined additional lights along Central Avenue, from Talmadge Road to East Lincolnshire Road, were necessary to improve the lighting conditions for pedestrian and street traffic. There would be an addition of 14 light emitting diode (LED) lights installed at a total installation cost of $21,265. The operation and maintenance costs of the lighting is $1707.44 of which the city's share is $281.26.
This Resolution declares the necessity for the street lighting and begins the process for authorizing the assessment for future maintenance costs. Subsequent legislation will be presented to authorize the expenditure of TIF funds for the installation of the new lights.
Summary
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That it is necessary to improve the following lots and lands by installing street lighting, as described below.
A. Central Avenue, between Talmadge Road and East Lincolnshire Road, by installing fourteen (14) 90-watt LED cobra style streetlight on fiberglass poles with underground service.
SECTION 2. That the plans, specifications and cost estimates for this proposed improvement, which are on file in the Department of Public Service, are approved.
SECTION 3. That the lots and lands identified in Section 1 are specifically benefited by said improvement and each shall be assessed at a rate per assessed front footage.
A. All lots and lands bounding and abutting the section of Central Avenue from Talmadge Road to East Lincolnshire Road are assessed at the rate of ($.552) per assessed front foot.
