SUMMARY & BACKGROUND:

On February 17, 2026, a City of Toledo vehicle damaged personal property at 422 Irving Street when it hit a stone retaining wall and fence while trying to turn off of Irving Street into an alley. Matt Jasin, the owner of the damaged property, has agreed to release the City from any and all claims of liability. In exchange, the City has agreed to pay Mr. Jasin $14,277, which reimburses him and makes him whole for the property damage caused.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That payment of $$14,277 in settlement of Matt Jasin's claims against the City of Toledo is approved and the expenditure of same is authorized from the Risk Management Fund Account Code 7095-12000-1157001STDSTD.

SECTION 2. That the Mayor is authorized to execute all necessary documents to effectuate the settlement agreement upon such terms as are acceptable to the Law Director.

SECTION 3. That payment of these claims is contingent upon the execution of the proper release by Mr. Jasin.

SECTION 4. That the Director of Finance is authorized to draw a warrant or warrants to Matt Jasin in the sum of $14,277 upon presentation of the proper voucher or vouchers in payment of the above authorized obligations.

SECTION 5. That this Ordinance being an emergency measure shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this ordinance must be immediately effective in order to implement the settlement in in a timely manner pursuant to the te...
