SUMMARY & BACKGROUND:
Since 2016, the Department of Law has subscribed to LexisNexis for electronic legal research capabilities. The current subscription expires on February 28, 2026. The Department of Law has received competitive bids from Westlaw and LexisNexis. The Department of Law has compared the proposals from the leading legal research service providers and has determined that LexisNexis offers the best research tool, Lexis+ AI Access, at the lowest price with a monthly subscription rate of $2,552 for first year; $2,680 for second year; and $2,814 for third year. In exchange for a 36-month commitment, LexisNexis, an Ohio Company, will provide electronic legal research systems to the Department of Law.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a 36-month legal research subscription with LexisNexis, upon terms and conditions acceptable to the Director of Law.

SECTION 2. That, subject to future appropriations, the expenditure of an amount not to exceed $3,000 per month from the General Fund, Account Code 1001-12000-1145001STDSTD, is authorized for the legal research subscription.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that the City has conducted an informal bid solicitation, evaluation and selection process and has knowledge of and operational familiarity with all available vendor services.
