SUMMARY & BACKGROUND:
Elgin brand street sweeping machines are used daily by the field service operations of Urban Beautification. These sweepers are responsible for cleaning our roads of heavy debris, and are used for leaf collection season, after the leaf crews have finished clearing residential roadways. These pieces of equipment serve a critical purpose in the cleaning of our public transit roadways.

In advance of leaf collection season, the Elgin street sweeping machines underwent seasonal maintenance to ensure quality performance. Three (3) of these machines were removed from service, which, created a shortfall of sweeper machines for our leaf collection program. It is prudent of the Division to request an expenditure for the rental of street sweeping machines for the duration of the leaf collection season.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That an expenditure of $56,000 is authorized from the assessed fund, account code 3050-27100-2421001STDSTD, for the rental of street sweeper machines for the division of Urban Beautification.

SECTION 2. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reasons that availability of rental machinery is not specific to a local dealer, and therefore, any machinery that is available for the Division's field use is acceptable and can be contracted without the reque...
