SUMMARY & BACKGROUND:
The Division of Streets, Bridges & Harbor (SB&H) is responsible for repairing and maintaining streets within the city of Toledo. In recent years, SB&H has developed a program that is responsible for milling out bad, rough asphalt pavement and replacing it with new, smoother pavement, also known as Mill and Fill. This program is designed to repave streets that have major pothole patching issues. With the recent purchase of a new milling machine in late 2017, the 2015 Caterpillar PM106 machine is not being utilized, as operators prefer the new machine due to the user-friendly options and it being easier to operate. The Mill and Fill Program would benefit from the trade-in or sale of the 2015 milling machine in order to gain an additional paving equipment. The addition of paving equipment would ultimately increase production for the paving portion of the Mill and Fill program, as the milling team has become more efficient and progresses much faster than the paving team. This Ordinance will allow the trade-in or sale of the 2015 Caterpillar PM106 Milling Machine for the purchase of one (1) new paving machine and one (1) new three (3)-ton steel drum roller.
