Title
Authorizing the expenditure of an amount not to exceed $1,000,000 from the Capital Improvement Fund for the replacement of non-emergency vehicles and equipment; authorizing the Mayor to accept bids, purchase from vendor lots, purchase used equipment/vehicles, utilize purchasing cooperatives and award contracts for purchases; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
This Ordinance authorizes expending an amount not to exceed $1,000,000 from the appropriated CIP funds for the purchase of non-emergency vehicles and equipment. Funds are available for expenditure from the approved Capital Improvement Plan budget.
This replacement plan considers; operational needs, vehicles/equipment mileage/age, operational necessities determined by division/department head, and possible energy efficiencies. The vehicles and equipment being considered include but not limited to the following; Various size pick-up trucks (multiple divisions), Utility trailers, plow equipment, Power Train Rebuild for a trash compacter, EV charging stations, and more.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of an amount not to exceed $1,000,000 is authorized from the Capital Improvement Fund, Account Code 5040-25000-8CP2612VEHCTY for the purchase of non-emergency vehicles and equipment for Fleet Operations.
SECTION 2. That the Mayor is authorized to accept bids, purchase from vendor lots, purchase used equipment/vehicles, utilize purchasing cooperatives and award contracts for purchases specified in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.
