Authorizing the Mayor to enter into contract with TOMCO2 Systems Company (TOMCO2) for repairs and maintenance to the liquid carbon dioxide storage system, associated feed systems and parts at the Collins Park Water Treatment Plant; authorizing the expenditure in an amount not to exceed $32,000 from the Water Operating Fund; waiving the competitive procurement provisions of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
The Collins Park Water Treatment Plant utilizes carbon dioxide to stabilize and control depositing and corrosive characteristics of the treated water to meet Ohio EPA bulk chemical inventory requirements. The plant uses four vessels to store up to 91 tons of liquid CO2. These vessels are heavily insulated and provided with control systems that maintain pressure and temperature within the vessels to safely store the liquid. The control limits are relatively tight as consequences of going outside parameters could be serious in terms of safety and cost. Since large portions of the system are proprietary and there is a high level of training and experience required to understand and maintain the systems, TOMCO2, who manufactured, configured, and performed maintenance in the past on the storage systems is therefore is best suited. Funding for this has been approved in the Water Operating Fund.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into contract with TOMCO2 Systems Company for the repair and maintenance of the liquid carbon dioxide storage system, associated feed systems and parts at the Collins Water Treatment Plant.
