Authorizing the appropriation and expenditure of $154,500 from the Local Fiscal Recovery Fund for the City's contribution to premium pay for front line workers of the Toledo-Lucas County Health Department for their service in response to the COVID-19 pandemic; authorizing the Mayor to enter into needed agreements to effectuate the contribution; and declaring an emergency.

SUMMRY & BACKGROUND:
The city has or will receive $180.9 million through the American Rescue Plan Act ("ARPA") which can be used for compensation for the unique nature of service, occupational stress, and hazardous nature of the duties or working conditions during the COVID-19 pandemic. Lucas County has asked the city to contribute to premium pay for the employees of the Toledo-Lucas County Health Department.
The city would share equally with Lucas County the cost of premium pay for permanent health department employees who performed duties dedicated to mitigating or responding to the COVID-19 public health emergency. Each employee would be provided a lump sum of $3,000, half funded from the city and half from the county.
The total amount of premium pay is $309,000, with the City contributing $154,500 of this total. Funds will be paid to the Toledo-Lucas County Health Department. This is a one-time contribution.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $154,500 is authorized from the Local Fiscal Recovery Fund to Account Code 2021-89800-1HEALTHDPTEWP and the expenditure of same is authorized for payment to the Toledo-Lucas County Health Department for premium pay for permanent health department employees working in response to the COVID-19 pandemic.
SECTION 2. That the Mayor is authorized to enter into needed agreements to effectuate Section 1.
