Authorizing the Mayor to enter into cooperative grant agreements with and accept financial assistance from the State of Ohio Department of Transportation (ODOT) for design and construction projects; authorizing the acceptance, deposit, appropriation and expenditure of grant proceeds into the Capital Improvement Fund in an amount not to exceed $2,407,390; authorizing the Mayor to execute all necessary documentation for the grants; authorizing the Mayor to accept bids and award contracts related to the design and construction; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Engineering and Construction Management has been working closely with ODOT to secure grant funding for safety projects. All amounts are grant dollars and are assigned to specific projects as follows:
A maximum of $2,407,390 has been allocated by ODOT for two safety projects under the title LUC SR 51/120 - 7.9/18.2 Safety; Intersection improvements at Monroe Street and Douglas Avenue, and Cherry Street between Bancroft and Canton, including North Street. Matching funds will be provided through the Division of Engineering and Construction Management Matches and Planning budget for this project and is scheduled for design in 2024 and construction in 2026.
The matching funds will be proposed in the Division of Engineering and Construction Management 2024 and 2026 Matches and Planning budgets.
Passage of this ordinance is required to enable the City of Toledo to accept outside funding for these projects and have it in place to help pay for these expenditures.
