Title
Authorizing the appropriation and expenditure of an amount not to exceed $275,000 from the Sanitary Sewer Replacement Fund for the replacement of Final Settling Tank Drive No.2 Assembly at the Water Reclamation Facility; authorizing the Mayor to accept bids and award contracts for proprietary parts and equipment and installation services necessary to facilitate the replacement of the Final Settling Tank No.2 Drive Assembly; and declaring an emergency.
Body
SUMMARY & BACKGROUND:
The Water Reclamation Facility has twelve (12) Final Settling Tanks, also known as Final Clarifiers. The purpose of the Final Settling Tanks is to separate settleable solids from treated water and discharge clean effluent. Proper and continuous removal of these solids allows the treatment plant to discharge effluent that consistently meets the requirements of the National Pollutant Discharge Elimination System (NPDES) permit issued by the Ohio EPA. Settled sludge is removed from each Final Settling Tank by a hydraulic sludge collector. Each sludge collector is driven by a 0.5 horsepower drive unit located at the center of the tank. The collector mechanism is supported by a center pier, with access to the drive unit provided by a bridge.
The settled sludge collector for Final Settling Tank #2 is currently inoperable due to a defective drive unit. The existing drive unit is over 25 years old and has reached the end of its service life. Water Reclamation Facility intends to use funds from this ordinance to purchase and install a replacement drive unit from the original equipment manufacturer (OEM). The Division will prepare specifications and advertise for bids for purchasing, installation, testing and commissioning of the Final Settling Tank #2 drive unit.
