Title
Authorizing the mayor to enter into a one (1) year contract with option to renew for one (1) additional year with Sensus USA, Inc. for the purpose of creating a new test environment for the integration and testing of the new Department of Public Utilities billing system; authorizing the expenditure of an amount not to exceed $60,000 from the Utility Administration Fund; waiving the competitive procurement process of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
The Department of Public Utilities is in the process of switching billing vendors. During this transition the ability to integrate and test with the new SAP S4HANA is required.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into a one (1) year contract with Sensus USA, Inc. with the option to renew for one additional year, for the purpose of creating a new test environment in order to integrate and test with the future Department of Public Utilities billing system upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That the expenditure in an amount not to exceed $60,000, annually, subject to future appropriation, is authorized from the Utility Administration Fund, Account Code 6078-31000-4000527STDSTD, for purposes listed in Section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive competitive bidding requirements of TMC Chapter 187 for the reason that Sensus USA, Inc. as the City's meter supplier has unique qualifications and familiarity with the City's new water metering and billing system and can provide the services identified in Section 1 on a competitive cost basis.
