Authorizing the disappropriation of $500,000 in bond proceeds from the Water Bond Improvement Fund Basin 7 Project; authorizing the appropriation and expenditure of an amount not to exceed $500,000 of unappropriated bond proceeds in the Water Bond Improvement Fund for the Heatherdowns Pump Station Improvements Project; authorizing the Mayor to accept bids and to execute the necessary contract(s) for said project; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Water Treatment is replacing aging equipment and electrical components, renovating the existing structure and equipment, and making other improvements, upgrades, and repairs to the Heatherdowns Pump Station to assure reliable pressure to the area served by that pump station. Funding for these improvements has been previously authorized by Ordinances 217-13 and 476-16. To provide additional funds to award construction contracts, this ordinance requests to reappropriate monies for this project. The reappropriated monies are available from the Basin 7 Project as construction bids for the improvements were below the engineer's estimate.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the following project bond proceeds in the Water Bond Improvement Fund are disappropriated:
