SUMMARY & BACKGROUND:
The Division of Road and Bridge Maintenance is requesting the expenditure of an amount not to exceed $1,950,000 from the Capital Improvement Fund for the Bridge Matches and Planning program. This funding will be used to provide match dollars for state and federal grants and loans. The appropriation for this funding was authorized through Ord. 33-25 as part of the 2025 CIP Plan.
The Matches and Planning program provides funding that is needed to supply match dollars for outside grants and loans the division has anticipated and secured, as well as to plan for future larger scale projects, with required design, testing, right-of-way, and environmental work.
This year's program includes, but is not limited to, the Martin Luther King, Jr. Bridge; Kuhlman Bridge over Norfolk Southern Railroad and the Andersons, including construction agreements with Norfolk Southern; Berdan Bridge over Ottawa River; Central Avenue Bridge over Buckeye Street; Summit, Miami, and Wright Street Embankments; and Benore Road over Grand Trunk Railroad.
Authorizing the expenditure of these funds now will allow for timely bidding for design and construction to ensure all projects are completed in a balanced, efficient fashion. It also allows for the processing of agreements needed to accept the outside grant dollars before funding agency deadlines.
