Summary
WHEREAS, Clifford L. Russell was born in Toledo, Ohio on August 18, 1952; and

WHEREAS, through his vision, he transformed an abandoned building at the corner of Ewing and Nebraska into Yummies and Yummies Too, an alcohol-free, family-oriented convenience store and restaurant in the central city where all are served and all are welcome, turning no hungry person away; and

WHEREAS, Mr. Russell along with his wife, Jacqueline, believed that through hard work, believing in yourself and asking the Lord for guidance, would bring positivity to the youth and the community; he considered himself a peacemaker, encouraging people to talk out differences rather than resorting to violence, and giving the youth a safe place to gather; he hosted many community events over the years, whether it be car shows, boxing festivals, or book bag giveaways; and

WHEREAS, the Board of Honor met on September 17, 2026 and unanimously recommended that Ewing Street at the corner of Nebraska Avenue be dedicated as “Clifford L. Russell Way” in order to properly recognize and celebrate his dedication to the community, generosity, life and legacy.

NOW THEREFORE, Be it resolved by the Council of the City of Toledo:

SECTION 1. That the City of Toledo hereby recognizes the honorary dedication of Ewing Street at the corner of Nebraska Avenue as “Clifford L. Russell Way.”

SECTION 2. It is hereby found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this Council and that all deliberations of this Council and its committees that resulted in such formal actions, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Revised Code of Ohio and that the reading and adoption ...
