SUMMARY & BACKGROUND:
The Division of Traffic Management needs to renew the Centracs Signal Performance Measures (SPM) software agreement which monitors traffic for twenty-five intersections around Secor, Central, Talmadge, Sylvania and Monroe corridors. This Ordinance authorizes the expenditure of funds needed to purchase the software. This signal performance software is used to adjust signal timing on corridors for a more efficient flow of traffic. This software is sold by Path Master, which is the sole distributor of Econolite products in the State of Ohio. Centracs SPM software is produced by Econolite.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $62,304 is authorized for appropriation from the unappropriated balance of the Franklin Park/Westfield Tax Increment Fund to Account Code 5031-22500-8CT1806TRPERF for the renewal of a five-year SaaS license agreement with Path Master, Inc for the Centracs Signal Performance Measures Software.
SECTION 2. That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that this software has been in use by the City since 2021 and is provided only by Path Master, Inc. in the state of Ohio.
