No, the budget does not have to be passed as long as the ordinance language includes the appropriation and expenditure of funds.

 

For example, in January both 0-020-26 and O-019-26 were passed, authorizing the appropriation and expenditure of an amount not to exceed $36,000,000 from the 2026 General Resurfacing Program, and the appropriation and expenditure of an amount not to exceed $6,500,000 from the Capital Improvement Fund for the Roadway Matches & Planning Program, allowing the work to be ready for this construction season. In the sidewalk program ordinance, it also authorizes the 2026 budget appropriation and expenditure.

 

Each year, the final budget amendment legislation accounts for this by adjusting any appropriations that were authorized prior to the formal passage of the annual budget.
