Providing for an annual salary of $136,000 for the Mayor effective January 3, 2022; and declaring an emergency.

SUMMARY & BACKGROUND:
Ordinance No. 20-21 created a seven-member commission known as the "Salary Review and Recommendation Commission," as provided for in Sections 31 and 67 of the Charter, to review Council and Mayoral salaries. The following organizations were represented on the commission: the Greater Northwest Ohio AFL-CIO, the NAACP, the Lucas County Republican Party, and the Lucas County Democratic Party. Additionally, two (2) at-large City residents served on the commission. The commission held five (5) public meetings.
On March 17, 2021, by an affirmative vote of the majority of the Commission, the salary of the Mayor should be restored to the 2009 salary of $136,000, the salary from 2002 through 2009. This will maintain the Mayor's salary within the competitive range of the market. For the period of 2010 through 2021, the salary has been $122,400. The commission issued their report and recommendation on March 17, 2021. The Report is attached as Exhibit A.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the salary for the Mayor shall be $136,000 annually starting January 3, 2022, pursuant to Section 67 of the City Charter.
SECTION 2. That this ordinance hereby is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be enacted by June 1 of the year prior to commencement of the term of the Mayor.
