SUMMARY & BACKGROUND:
The Bay View Water Reclamation Plant (Plant) went through a series of functional problems in the Solids Handling area of the Plant in late 2022 and early 2023. One of these problems was the failure of the drive mechanism for Gravity Thickener #1, a tank that is 65 feet in diameter and 15 feet deep. The mechanism had been damaged and primary sludge had accumulated and filled most of the tank. The Division of Water Reclamation (Division) contacted a local cleanup company, but they could not respond in time and they were not able to provide a belt filter press and a certified operator. The belt filter press was required to dewater the sludge to a minimum of 16% solids as required for disposal at the Hoffman Road Landfill (Landfill). The Division opted to go with Denali Water Solutions (Denali) as they are experienced with this type of work, and had successfully done similar work at the Plant in October 2022. They immediately dispatched a crew of skilled labor and the necessary equipment to remove, dewater and dispose of the sludge at the Landfill. They started the work in April and completed it in May 2023 over a three to four week period. It is now necessary to pay Denali for their emergency services on Gravity Thickener #1 and also for prevailing wage adjustments for services they completed on Digester #8 in October 2022, as required by the Toledo Municipal Code Chapter 187.
