SUMMARY & BACKGROUND:
Ordinance 155-19 passed by Council and signed by the Mayor was an estimate of what was anticipated to be received from the Department of Housing and Urban Development (HUD) for the Emergency Solutions Grant (ESG). The City of Toledo was informed by HUD it will receive $632,768 for Fiscal Year 2019. This Ordinance makes the necessary amendments to Ordinance 155-19 by amending the relevant Sections in said legislation.

The financial impact of this Ordinance is the receipt of $632,768; $26,378 more than what was anticipated from HUD to the City of Toledo for the administration of the ESG program to end homelessness in the Toledo community. No new programs or activities are added to those approved by City Council and the Mayor under Ordinance 155-19.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That Ordinance 155-19 is repealed in its entirety.

SECTION 2. That the Mayor is authorized to submit the 2019-2020 One Year Action Plan to HUD, accept the 2019 (33rd) Program Year ESG allocation from HUD in the amount of $632,768, and deposit the amount received from HUD into Account Code 2016-16100-407400-5GE3302STDREV (Operation Grants Fund) for the purpose of funding the ESG Program.

SECTION 3. That the appropriation in the amount of $632,768 is authorized from the unappropriated grant proceeds of the Operation Grants Fund into Account Code 2016-16100; and further authorizing the expenditure of same pursuant to the attached Sche...
