SUMMARY & BACKGROUND:
The Bay View Water Reclamation Plant houses the traditional and the wet weather treatment facilities. These treatment facilities include open process tanks as well as buildings and tunnels that house process equipment. All buildings employ heating, ventilating and air conditioning (HVAC) systems, which range in size from small boilers and air conditioning units to massive air handling, makeup air, direct and indirect gas fired, and air conditioning units. Some buildings have electrical switchgears, motor control centers, and variable frequency drives, which require a controlled environment at all times. Due to the age and condition of the HVAC systems and the hazardous environment of the Plant, the Division constantly contracts with equipment vendors and contractors to repair and/or replace HVAC equipment. The Division will advertise for formal as well as informal proposals for the repair and/or replacement of some HVAC equipment to keep the treatment processes in compliance with the Plant's National Pollutant Discharge Elimination System (NPDES) discharge permit. This project may include professional, engineering and permitting services in addition to construction, testing and commissioning services, when necessary, to effectively restore HVAC systems operation.
