SUMMARY & BACKGROUND:
The original Ordinance 234-26 authorized an amount not to exceed $300,000 for the Permanganate Facility Improvements. Following the competitive bidding process, the lowest responsive bid received was $442,000. Therefore, an additional $142,000 is required to provide sufficient funding to award the contract and proceed with the project.
The Division of Water Treatment applies potassium permanganate at the Intake Crib as the first treatment step in the water treatment process. The potassium permanganate controls zebra mussel growth in the Intake Conduit as well as acting as pre-treatment. The permanganate facility was originally constructed in 2008 and was then modified in 2015 to have an increased feed capacity to aid in Harmful Algal Bloom (HAB) treatment. This Ordinance is for the design, testing, and other ancillary tasks related to the Permanganate Facility Improvements.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $142,000 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC1926STDSTD and the expenditure of the same is authorized for Permanganate Facility Improvements.
SECTION 2. That the Mayor is authorized to accept bids and award and enter into contract(s) for the Permanganate Facility Improvements and to execute all documents necessary and proper, upon such terms and conditions as the Public Utilities Director and the Law Director deem requisite and proper.
