Authorizing the expenditure of $52,602 from the Street Construction, Maintenance and Repair Fund to the Toledo Metropolitan Area Council of Government (TMACOG) for the payment of the City of Toledo's 2020 Transportation Planning Assessment Fee; authorizing the expenditure of $22,008 from the Storm Water Operating Fund to TMACOG for dues for the Stormwater Coalition in the amount of $12,058 and for the City of Toledo's share of the 2020 Student Watershed Watch Program in the amount of $9,950; authorizing the expenditure of $72,691 from the General Fund to TMACOG for the payment of the City of Toledo's 2020 Membership Fee; and declaring an emergency.

SUMMARY & BACKGROUND:
In conjunction with the City of Toledo's acquisition of federal and state funding sources for infrastructure improvements, the city also works with and through TMACOG. The city's 2020 transportation assessment fee to TMACOG for their services is $52,602. Funds have been budgeted and are available in the 2020 Division of Engineering Services' operating budget to provide for this payment.
The Stormwater Coalition is made up of governments, universities, and non-government groups that contribute annual membership dues to TMACOG. The city's 2020 dues are $12,058. TMACOG sponsors a yearly educational sampling program for Toledo Area High School students known as the Student Watershed Watch. This funding is used for test kits and student presentation expenses. The city's 2020 contribution to this program is $9,950. Funds for these dues and contribution have been budgeted and are available in the 2020 Division of Environmental Services' operating budget to provide for these payments.
Lastly, this ordinance authorizes payment of the city's 2020 general purpose government membership fee from the General Fund in the amount of $72,691. Funds have been budgeted and are available in the 2020...
